It sounds like your power steering fluid is low or out. If not I would say the power steering pump is out.

I have a 98 Lincoln Continental . I posted a question on the squeaking / rubbing noise coming from the left front wheel when the wheel is turning slowly. It makes this noise also when the car is in pa

if the noise is still there when the vehicle is stationary ( in park) then the problem is not in the suspension ,steering or wheels. I would be looking at the crank shaft pulley, idler bearings, water pump,ac bearings and belts as these items are still in motion.

1998 lincoln mark viii steering wheel dont return

the first thing to do is to make sure the steering is not binding up,like a balljoint or tierod , un hook the tierods and feel the turn of the wheel at the wheel not the steering wheel, make sure its not thight do the same on the other side, also take a good look at the shaft going to steering gear, ive found that the ujoints rust up and bind, causes wheel not to return, it could also be a leaking rack internally, start there, good luck.

My honda accord 98 key will not turn

First, is the steering wheel cranked one way very tightly ? you may have to pull the steering wheel very hard to unlock the steering wheel lock, if not Do you have any other keys for the car ? If so try them, if they do not work then you will have to replace the key tumbler assembly.

98 LINCOLN CONTINENTAL, DROVE TO WORK JUST FINE, AND THEN STARTED BACK UP AND THE STEERING WHEEL WAS VERY HARD TO TURN. I PUT THE CAR ON A LIFT AND TURNED THE WHEEL AND SAW THAT THE FLUID WAS BEING FORCED...

You added too much fluid. You should reduce it too the proper level. You can dip it out.
I have posted the solution to your hard steering problem in your other posts.
