I want to no test something for 3 volts testing a solar cell

Using a good quality digital multimeter (voltmeter) set to DC VOLTS should be an adequate measuring device for that purpose.

Here are some links to a few reliable multimeters currently available for sale on EBay for a range of prices depending on your budget:

Just use your mouse to click on the links, which are the underlined and blue highlighted sections of text just above.

This will open a new web browser page automatically for you and allow you to view the information and items at the website indicated.

I truly hope that was helpful to you.

Good luck and take care.

Check the HEADLAMP relay in the under fuse / relay box . Plus the high / low beam relay . same location . If those are good can you check B+ voltage an grounds using a DVOM - digital volt ohm meter ? Do you know what a wiring diagram is ? How to read one ? It's always a good idea to do testing of the electrical circuits before replacing parts . A lot of good videos on youtube for learning how to test electrical systems on automobiles .

Headlights don't work, fuses are good

It's probably either a relay or bad electrical ground. You'll have to get a wiring diagram and a multimeter (like $5 for a harbor frieght cheapy) to track down the problem.

Yes you're right if you remove the fuse and it doesn't start it means the fuse is good. If you have a test light you could test all the fuses as well. It is a bit complicated as electrical faults are difficult to diagnose by distance but another thing you could check is if the battery current draw is excessive( if an appliance/short circuit is drawing power from the battery. Make sure you have your ignition key removed and in your hands, close all doors and remove the negative terminal on the battery. Now try to touch it again on the battery post, there should be no spark happening if there is no current draw. If it's the case then I think you should see a sparky(electrician) to check the electrical system of your car.

Electrical Problem

I would operate one by one mirrors left-right,radio, electric locks.
I would first dont operate side mirrors and observe if fuse remain then leave radio disconected (dont power on or remove its wire harness). If with radio disconnected fuse is not blown, i would use electrical locking and test again.
Good Luck
