When you step on the brake pedal it energizes a solenoid located next to the shifter (under the console) that disengages a mechanical stop which prevents you from putting the car in gear w/o the brakes applied. Safety First. If that solenoid goes bad you will experience this. The brake pedal switch could come into play here as well but not certain of this. are there any other symtoms such as brake lights don't work?

if you open up the hood and look on top of the transmission you will see a gold colored arm connected to a rod or cable this cable or rod probably came dissconnected or broke just rech in with some channel locks and move it possition by turning the gold rod shaft coming out of the transmission. it might not be gold it might be black depending on how dirty the engine is. if you have some one sit in the car and move the shifter you will see what needs to be moved. hope this helps

Key is stuck in ignition and wont release. 1999 Honda Accord. Key stuck in accessory mode.

If your car is auto, there should be a cable going from the shifter to the ignition to stop you being able to remove the key unless the car is in park. If the cable has become dislodged or broken your key won't come out. I would remove the shrouds around the column and have a look at the back of the ignition while moving the ahifter in and out of park. If your car is manual , I would suspect a bent key or a contaminated lock ( not common in a car this age ) Try Graphite powder, ( messy but effective ) it should be avaliable from your hardware store. Good Luck!

Most honda have a Shift Lock hole next to the shifter, looks like a key hole, put the key in the hole and the shifter should be able to release.

Key stuck in ignition

There a several recalls that deal with this problem, it seems that due to a defective part in the ignition interlock system at times the key not be removed from the ignition, it appears the issue is corrected by installing a new lock cylinder, to read the full text of recalls on this issue go to link listed below.
