If yours doesn't, keep disconnected at the hood latch end and remove the whole handle assembly. Grab the cable with locking grips and fix it to the handle. Put the housing and lever back, then connect at the hood latch. Videos here
If you look under the hood and follow the hydraulic lines from the master cylinder. If they go to a module you have abs but if the lines go straight to the wheels you don't.
it sounds like you may have a bad ignition switch, check all the main fuses 20 and 30amp under the hood also check body ground straps, otherwise you will need to remove the plastic cover around the steering colum and using a test light check for power to each wire at the ignition switch , every wire will have voltage in some position of the key being turned
You have an oil resevoir for the clutch under the hood near the Brake master cylinder, make sure it is full. these older Maxima will leak clutch oil over time and it needs to be serviced.
I had a similar problem - took it into 'Nissan Professionals' and they changed everything you did as well, and had no luck. After 4 or 5 times working on it, they told me that it was a 'loose wire' that had to be re-soddered and then the problem was fixed. I don't know where the wire was, but they made it sound like it was in or around the fuse panel under the hood. I hope this might shed some light on the problem.
You need to check all fuses,In the Maxima alot of fuses are not marked for the accessory they power like the sunroof.Check all of them even under the hood on right side there is a box with fuses.
Did you have the new starter tested befor you installed it? Was their a lot of corosion on the battery cables? The cables might be corroded as well cousing too much resistance for the starter to crank.
you will have to remove the battery, the air intake assembly and air filter housing for access to the starter which goes into the flywheel on the transmission to the right of the motor when looking under hood from front of car. you will probably need a variety of extensions and a universal joint for your sockets will help reaching the mounting bolts easier.
the outer cable may have come loose near the lock, if the grille screws are accessable remove the grille and you will have access to the underside of the lock, you may need a screwdriver to push the lock lever aside to unlock the bonnet
