Could be the spring in it has failed and if this is the case you will need to replace the speedo. When you are not driveing is it still the same(sits at 45kph)?

Speedometer not working


you need a new transmission speed sensor.

The speedometer needle jumps erraticaly then back to the original speed causing the transmission to shift down to first gear then back up again. So far this has only happened at low speeds(20 to 40 kms/hr]


Sounds like the vehicle speed sensor isn't relaying a continuous signal. I would have it checked, and check with GM involving any technical service bulletins or recalls involving erratic odometer operation.

Sensor most likely. It's located on the tailshaft of the 700. You might check for wiring damage starting at the sensor and working towards the wiring bundle it goes to.

No faster than 80 Kms/hr


if the car shakes more the faster you go then your tires need to get balanced
