Hi...
The first step is : check if the car is lower in freon.
because when the system is low . the cycling switch turn off the compressor when the pressure goes lower that 25 psi.
Get a Can of freon and charge for the LOW side service port.

But if you note that the system is full on freon.
make a BY PASS on the CYCLING Switch.
Is located on the Filter dryer.( acunmulator)
and see if the a/c is cold enought.

OK.. I hope this help on your problem...

My car squeals when I turn on the AC. The belt is pretty worn, or what I think is the belt. It use to blow a little bit of cool air until the squealing started. Now it smells like burnt rubber and hot air.

two things to check, One the belt itself, if its worn or loose,, then the clutch won't turn properly which will keep the AC from working correctly,, and second is the clutch itself, if your not sure of how to do this , you might want to just pop into a service mechanic, they usually will do a quick inspect for next to nothing

How did you know when the cooling fans are not working

You may have one conventional belt-driven fan with a thermal clutch and the other electric or, both could be electric on your car.
The cooling fan that operates during non-AC operation (just a running engine) if electric, will be controlled by a thermal switch in the lower radiator tank and may not turn on at all unless the engine is warmed up. The belt-driven fan should be turning at some speed all the time if the engine is running and at much higher speed with a hot engine.
The fan that cools mostly when the AC is operating won't run under normal operation but may turn on in hot weather (or when the engine is under heavier loads) even without the AC operating.
Checking them would require having a warmed-up engine and the AC turned on. Both fans regardless of type should be turning then.

Could this be my compressor going out?

The AC compressor shaft is riding on a electronic clutch pack.

When the pressure need to built up the clutch will LOCK and you will see the shaft start spinning.

Start the car and max out the ac. The clutch should lock up within 2 minutes.

Listen for a click sound from the clutch.

A badly damage clutch will lock up the belt!

You DO NOT want to be anywhere near the belt because it will snap.

An AC system should last 3--6 years.

NO using the ac compressor is a bad thing.

Let an AC guy to test the low side AC line pressure.

Good luck
