Had a recent tune-up with both of the 0xy sensors replaced, the intake manifold gaskets were also done, the service light comes on and when its warmed up it feels like it has a miss and it runs rough. I have a lean code and bank one code. The exhaust has a strong rich/lean smell. The fuel pump pressure is 47. The smoke test showed no vacuum leaks.

You need to take it to a shop or dodge dealer. If the 02 isn't functioning, that will cause the lean condition. This would also cause the ignition curicuit malfunction because your computer is trying to adjust the timing to compensate for the lean running condition. You could save some money by going to and looking for a mobile mechanic in your area who will come to you to fix your truck. Generally it will save you money for the same quality service because they have little to no overhead to charge for compaired to a shop or car dealer.

My 98 Rodeo is only getting about 6 miles to the gallon? Any ideas as to why?

at 6 miles to the gallon the engine will not be running properly
if it is running well then you have a fuel leak in a hose somewhere or your method of calculating the consumption is flawed
to get a consumption reading , fill the tank completely , take a note of the mileage and use the car normally you have to refuel again
fill the tank completely and take the mileage again
now deduct the first mileage from the second to get distance driven and use the second fill amount to get the fuel consumption for the distance covered

There is a idle control valve that may need replacement, This is a 50 dollar part and easy to install. Before that try running 5 in 1 STP gas additive first. If you have been putting in cheap gas this might be part of the issue. Chevron gas only for a while.

I Own 98 dodge Dakota check Engine light, code PO 442 Evap Emission Control System Leak (small). Gas fill pipe is rusted, Should flapper hold back air with gas cap removed?

No the flap inside the fuel filler pipe is just an anti theft device to make it more difficult to siphon fuel out of the tank. The most likely cause for the code it the fuel cap itself. If you don't get the gas cap tight after you fuel up, it can set a computer code and turn on the Check Engine Light. After you check to make sure the cap is on tight, clear the engine code and see if it comes back on. If it does then have the fuel cap tested to make sure that it doesn't have a vaccuum leak.
