The fuel tank vent tube is obstruted, this tube runs down inside the filler tube, you will need to pull the filler pipe off and repair or replace it.

When adding gas in the Jimmy gas is pouring out from line.

You best replace the filler neck so it wont leak, and operate properly. I do not think a vacuum, vapor lock has occurred.

I have a 2000 3.8 impala that wont take gas and the gas gauge stays full.

Wont take gas and the gas gauge stays full? This question really doesn't make sense. But if you cant put anymore gas in the car and the gauge says full then you have a full tank of gas. If the gauge always says full even when the gas tank is not full then the sender unit is failing or the gauge itself.
