Question about 2002 Toyota Sequoia
I have the same problem, I pull on the cable, the metal piece moves on the lock acuator but tailgate does not open. Seems like the ACUATOR is stuck in LOCK position and pulling on the cable does not help. Any way to manually force the ACUATOR to open? I can replace the ACUATOR if I can lift the tailgate up but I can't.

You need to replace the latch on the tailgate. It is probably rusted internally. Removing the tailgate access panel and then raising the window will let you see it a bit to spray some WD-40 on it, this may prolong its life, but, when I have a broken handle cable, I automatically recommend to my customers to also replace the latch. The LATCH is causing all of the problems.
