Could be water in carburetor fuel bowl and/or carburetor is fouled. Drain fuel from tank and carb fuel bowl. Fill with fresh fuel and try starting. If problem persists, clean carburetor. See how to video.

Did a qualified professional do the work?
Is the smoke light grey or black? Light grey is usually oil.. black is over rich carburetor.
Were the valve stem seals replaced?
Was a new piston and rings installed?, Was the cylinder bored and the correct new piston and rings installed?..
What is the compression on this engine after the rebuild? ... Ie should be over 120PSI. !!
That won't have a governor on it. It sounds like you have either a fuel problem (old bad gas or dirty - inside - carburetor) or an ignition problem (poor spark, bad spark plug, worn points). Possibly a very dirty air filter.
turn off your fuel supply, remove the air cleaner, spray a shot of brake cleaner, or starting fluid into the carburetor air intake, then try to start it. If it fires you have a fuel problem, (not enough, or flooding) if you can't get it to fire, it's a spark problem.
