Question about 1998 Chevrolet Cavalier
Turn the switch to RUN position for 10 minutes until the "theft system" message on the cluster disspears, put the switch back to OFF position wait 5 to 10 seconds and repeat this procedure another 2 times.
After the third attemp you will be able to start your engine without problems..
Good luck I had the same trouble and this info helped me to avoid waisting money

Turn it on for ten min. the theft light will stay on then without turning ignition off just start worked for my cavalier
