The power locks will not work with key or switch on the door nor while driving. Thought it may be a fuse, however, can't find a fuse for locks. The power locks will not work with key or switch on the door nor while driving. Thought it may be a fuse, however, can't find a fuse for locks.

To arm content theft alarm. 1. Open the door. 2. Lock the door with the power door lock switch or the remote keyless entry transmitter. The SECURITY light should flash. 3. Close all doors. The SECURITY light should go off after approximately 30 seconds. The alarm is not armed until the SECURITY light goes off.
If a locked door is opened without the key or the remote keyless entry transmitter, the alarm will go off. The headlamps and parking lamps will flash for two minutes, and the horn will sound for 30 seconds, then will turn off to save the battery power.
I would start by replacing the FOB. Sounds to like the electronics inside it are bad. The only reason the horns would go off is if you hit the panic button. There is a slight chance the receiver is bad. But Fobs are cheaper to replace than the receivers. If you have two FOBs and they both react the same, then replace the receiver. Or just ditch the system. The keys (in the door locks) should still activate the alarm system.
this is a factory alarm, the problem is the alarm is active, you will need to use the door locks to turn alarm off, insert key in driversdoor and lock and then unlock door this will turn alarm off, if that doesnt work then use pass/side door, the lock has a built in switch that knows when the door is locked or opened, the driversdoor may have a bad switch so inturn the computer thinks the door was forced opened without key and it is turning alarm on, so again use the key to unlock door try the pass/side if driversdoor doesnt work. good day
sounds like you have a security problem, (antitheft) , when it acts up take the key and put it in the outside door lock switch with the door shut and window down and lock and unlock the drivers door with the key,it should quit, if not try locking and unlocking car with key fob(remote lock, unlock switch on key chain), if that dont work , you have further prob. with security system and take it to a shop. if it quits with the key process and then comes back on , the sensitivity might be to high. does the horn go off with the lights?
each vehicle is different put the key in the ign. turn key on press door lock/unlock at the same timehold button for 10 sec see if any lights on the dash inst. panel blink if they do that means that the key fob was programmed to your vehicle i recommend a new key fob this will give you definative instructions on how to reprogram your fob
