Dash board,head light,tail ligts stays on when engine is off
Its was ok when we went to jersey city but when we came home i saw the engine light on so i used my OBD tester and it appear that the code is P0420 and then i erased the diagnostic trouble code but the problem is when i turn off the engine the dash board,head light,tail lights stays on,i perform the erase diagnostic trouble code but nothing happen the last thing i did is to disconnect the negative cicuit in the battery so it wont discharge the starter,can you please help me with this.

The P0420 that you are getting may be an inoperative air/fuel sensor (the actual code is "catalyst system efficiency below threshold". This code will not affect the head/tail lamps or dash lights.
You may have a bad headlamp switch.

How are your dash lights? Usually dash lights and tail lights are on one circuit. The dimmer switch is also connected to both circuits. If there is a short in the dimmer switch, then either tail lights or dimmer switch could have problems.
If in fact the fuses are ok then chances are it in the headlamp switch.
You can remove the headlamp switch and using a test light check the wires one at a time while moving the dimmer switch up and down. If you don't find a wire that fades from full bright test light to nothing then the headlight switch needs replaced. If you do find that the dimmer wire is working then chances are you either have a bad ground or a broken wire.
There seems to be a unwritten rule that the tail lights are on the same wire as the dash board lights ... if you have no dash board lights, neither do you have tail lights. There is a blown fuse somewhere, your job is to find the wire causing the trouble and it is likely at a most inconvenient place near a hinge.
Right side of engine compartment is a fuse box. It is a 15 amp mini fuse that is marked tail lights. I cant for the life of me figure out why they put the dash board, head light on alarm, and tail lights on the same fuse
