How to diagnois problem with no scanner

Eliminate the battery as the issue first up.
Check if you can jump start the car from another vehicle with its engine running or at least have the starter motor kick over the engine. If it starts then you know your battery is the issue. Having lights does not mean the battery has enough cold cranking amps to turn over the starter motor.

2. If the starter cranks the engine over as normal with a jump start from another car but your engine does not start you have also eliminated the starter motor as the issue.

3. If it does not start and the starter motor will not crank the engine over either when you jump start from another vehicle, then there may well be a problem with the starter solenoid, the starter motor itself or with the wiring to the starter solenoid or to the starter motor. No power getting to the starter motor solenoid or to the starter motor and obviously the starter motor will not turn over.

4. So I need not write much more here, there is a very good guide to solving starting issues here which I suggest you might like to read.

Disconnected battery and now won't start

Won't start as in no rotation of the starter motor and no clicking sound? Or starter turns slowly with the engine? Or the starter and engines turns normally but will not start? Or starter turns normally but engine will not turn?

I had my starter check and they said it was good. Battery is good and the starter just spends but wont start .

Do u mean the engine turns and doesnt start? Because the purpose of the starter is to turn the engine if the engine turns n doesnt start u have a fuel or ignition situation

92 jeep wrangler has power but wont turn over to start

The terms "turning over" and starting are often confused... Cranking (turning over) is when the starter turns the engine, regardless of the end result. Starting is when the engine actually runs (even if for a moment).
If your problem is that the engine is turning when the starter is engaged, but not starting, then you have either a fuel or spark fault.
If the engine is not turning, check that the battery has a full charge, and holds adequate power when loaded, that proper voltage is reaching the starter and there is a good engine ground. Power should also be present at the small trigger wire on the starter when ign key is turned to start position. After checking these things you can begin to make a decision on what needs attention and proceed from there.

Starter won't turn over engine

I know it sounds dumb, but by turning over, you mean that the engine turns but does not start? Or, that the starter turns but the engine does not turn (spin with the starter engaged and running). If engine turns with starter, check spark & fuel. If starter turns and engine does not, check the teeth on the flywheel. if any are missing or worn off, it will give that problem. If starter engages but engine seems to be "locked up", remove spark plugs and attempt to turn it by hand. Any coolant on plugs indicates a blown head gasket or cracked cylinder head. If engine does not turn by hand with plugs out, likely you have a bearing or other "lower end" problem.
