Metro will occassionally lose power

metro will occassionally lose power at 60mph on highway
the speed will drop down to about 45mph and then after that i can get response on pedal again. more frequent with
air on. tried dry gas, checked tank for debris. put on new fuel pump w/strainer, filter and pressure regulator in the throttle body. does NOT blow any code or pending code.
