The dome light on my 93 dodge spirit will not turn on. I have changed the lamp and the fuse. It is not getting voltage at the lamp. It was flickering and working at a dim level before it died all together. Any suggestions?

The heater is NOT actuated by a fuse, the fan is. ]But if the fan blows, the electrical part is OK, then it must be the heater door that switches from the cold air to the hot one, or 2) the heater core is not receiving enough hot coolant.
check in the fuse panel for a blown fuse or a time delay relay to be blown out. if this checks out to be good, then you have a short in the wiring to dome light. also you may look inside the dome light socket for a blown light bulb or a short in the socket.
Have you checked your fuses? If it is not a fuse then take a flathead and gently pry the cover off, remove light and take with you to parts store for replacement comparison, replace light same way other came out and replace cover. Check your owners manual for specific fuse locations.
