No relay, it is a very low power motor so it doesn't need one. A relay is used to low amps current to switch on a high amperage device that would otherwise burn out the switch due to arcing. Remove the washer pump and test it with 12 volts direct to the battery.

The washer pump receives ground from the inactive windshield washer relay in the windshield wiper motor module." It gets its power from the wiper relay.

On a 1993 olds ciera, the flasher unit for the T/S is clipped to the ashtray mount bracket. Remove the ashtray and the flasher will be on the passenger side of the bracket. The emergency flasher unit is located to the right of the glove box when facing the box. It is hidden behind the Multi -fuction alarm module.
I just replaced the turn signal flasher today in my 1996 Olds Ciera. It was not near the steering column. It's actually behind the fuse box in the glove box but the easiest way to get to it is to remove the ashtray/cigarette lighter and it's harness and reach back to the right behind the fuse box. It took all of 10 minutes to replace. This is not the same as the hazard flasher, just the turn signal one.
For component locations you can go to autozone.com and they will give you a list of all of your cars components and there locations. It does sound like the flasher to me. Hope this helps.
