Question about 2001 Honda Civic
If steering wheel is left full turn to one side, it puts pressure on the key. When you try to start, hold full pressure on the steering wheel to the left or right to relieve pressure on the key. Then the key should turn.

Try a different key, if that doesn't work replace lock cylinder.(commom)
