When I turn off my windshield wipers they stay straight up instead of going down what could be the problem

car stays, on, does that mean engine will not shut down.

wiper arms are serrated.. can be installed in any position...remove them and install them on sill when wiper motor is off and at rest

sounds like you need a new wiper motor and control unit that comes with it

The problem is the "Park position in the wiper motor has failed the fix os to replace the wiper motor entirely.

There is a wiper pulse board on the wiper motor itself that is failing, this can be replaced without replacing the entire unit.

Check to see if the stud that they sit on is not spinning . Make shure that they are tight. Start by parking your wipers. then loosten the wipers and put them back on where they should be parked and tighten them up this should fix the problem . You will need to replace the wiper transmission.This is a common problem.

The problem could be a bent parking pall bracket. This is usually caused when you wipe snow from windshield using the wipers instead of brushing off. You need to remove both wipers and the cover from the drivers side. Remove the cover over the wiper motor assembly (held by a plastic button). On the right side of the wiper mechanism is a small tab (part of the wiper bracket). This tab needs to be straight for the wiper park pall to rest against.Carefully hammer this tab straight (or you may have to replace bracket, big job) Then cycle the wiper and you will see the assembly return to park position. Re-install all parts in reverse order.

Sounds like a stuck relay inside the windshield wiper module. It is actually called a "Cover" which is attached to the windshield wiper motor under the cowl.
