You mentioned the ASD relay could be bad. I cannot find where it is located on the engine. I have a Haynes manual and it doesn't even mention it.

Under the hood on the passenger side just above the battery. It's in
your Power Distribution Center (PDC) just above your battery. Once you
take the lid off, a diagram is shown on the inside of the lid. The auto
shutdown relay location will be shown there. It will be identified as
"ASD"
You can try swapping it out with one of the other ones to see if it makes any difference. If not next suspect would be ECM.

I attached a fuel pressure gauge to the rail, started the jeep and it sat at 32 psi. Disconnected the vacuum pressure went up to about 41 psi. Shut off the engine pressure dropped to almost nothing. Started the engine again, pinched off the fuel return, pressure sent to 63 psi, shutoff engine pressure dropped to almost nothing again. Would this be an indication of a bad check valve in the fuel pump or leaking line?
