Question about Honda Civic
Heard of similar problems specially with 1/4 tank or less. Normal components/things to check initially would be:
A temporary work around would be to turn the ignition switch to on but not crank. This is to allow the fuel pump to push more fuel into the system and prime it. After about 5-10 seconds, then start the car.
Hope this be of initial help/idea. Pls post back how things turned up or should you need additional information.
