Well, depending on the year of your car and the state in which you reside, the procedure might be to use an interface called the OBD-II system (AKA On-Board Diagnostics II) to test your emissions. The OBD-II is accessed from a little port near the hood release lever and can communicate with a diagnostics computer through a cord that mechanics use. The OBD-II inside of your car is a computer that monitors your car's functions and equipment. The speedometer failure will likely register on the OBD-II interface when a mechanic goes to check your emissions data that your car collects while you drive it.

It needs a "drive cycle". Start & run it, highway speeds, and then pull over & idle several times, then do city traffic "stop & go" driving, and then sustained highway speeds again. This completes the readiness thest and satisfys all of the monitors.

SOURCE: just failed an emissions test due to a fault code
could be a bad o2 sensor, you'd just have to look at the pid data on a scan tool to know for sure. odds are good though its a bad catalytic converter. they all have an 8 year/80,000 mile warranty on them but if its out of warranty they can be quite pricey

P0440- EVAP Emission Control Sys Malfunction
Something unspecified is wrong with the evaporative emission system. Check vac lines. Could be a loose electrical connection. This code has a very vague description.
P0302- Cyl 2 misfire
Has the car had a tune up in the past few years? Check plugs and wires, test for spark. Maybe a compression test. This issue may cause the next code.
P0172- Fuel trim Bank 1 , too rich
I would clear up the misfire first, then this code might go away.
P1613- MIL Call-up circuit open/Short to B+
Check the wiring under & behind the dash and instrument cluster. There apparently is a wiring issue, or the dash itself is shorted
