Ou are looking at the engine, on the left (passenger side) will be the belt. The alternator should be at the top of the belts route. directly below the alt is the tensioner/pulley (small) Below and to the rear of the vehicle is the power steering pump. The resevoir is attached to the pump. If you reach/look over the engine and feel below the heater hoses you will see the p/s pump resevoir cap

Look for the belts, There should be a device with a large pulley wheel, and an Oil fill cap (also dipstick). That will be the Power steering pump and the fill location.

My only thought right now is a dirty mass air flow sensor. Beyond that it would require a scan tool on the transmission to detect if pressures are correct.

Where is the power steering pump ?

Im guessing you have the 3800 engine if so the power stearing pump is on the passenger side below alternator and pulley tensioner . you will need a 13mm socket to remove the pump bolts these usally only have 2 bolts and are removed by going through the holes around the inside of the power stearing pump pulley.. hope this helps

Where is the1998 buick la sabre power steering reservoir

the 3800 v6 motors have the reservoir on the power steering pump - if looking at motor drive belt - alt on top of motor back toward windshield - p/s is at bottom of motor toward windshield - lean over motor or slide arm down around alt. - when not running and not hot - unscrew cap - funnel will be needed if fluid is low

The tank should be right on the pump, on top of the engine.
The cap says "power steering do not overfill'.

1997 buick lesabre steering locks up & can't turn left & whining

very possible that the pump has failed (seized ) internally so get it checked out at an accredited power steering specialist shop
if it does not produce pressure then the steering will lock or be extremely heavy to turn
