96 Kia Sephia w/1.8 DOHC 4cyl, the car is acting like it is dying when i take my foot off the gas. when cruising at a set speed when i take my foot off the gas pedel the car acts like it is going to die, but as quickly as it starts to die it stops and then about 5-10 sec. later it will do it again.

A couple of things:
Do you have a check engine light?
If yes, have the codes read for problem identification.

Possibly the throttle position sensor, or idle air control valve, or EGR valve, but these are just a guess.

Need those trouble codes to really be useful.

Fairly common problem, you just need a new timing belt.

there are small marks on the sprokets and arrows you might be mistaking for the casing they are molded in

I just had this problem and replaced the camshaft sensor, crankshaft sensor, and coolant temp sensor. i replaced these items because of high mileage. try these but first check your relays located under the hood on the passenger side. sometimes they get hot and fail.

pump the pedal about 10 times and see if it comes back up, u need to pump the caliper pistons out after a brake job.

Here is the common cause of surges, stalls at stops, slow idle speed, erratic idle speed, rough idle and engine hesitation (and other problems), it is in most cases the idle speed control air-bypass valve and or throttle valve and upper intake, these area's get full of gunk and combustion residue over the miles and cause idle issues (stalls, low idle) like yours, Get a can of intake cleaner from any local parts store, not carb spray, intake cleaner, it is made by a company called CRC, remove the air intake hose to the engine, hold the idle high so the engine won't stall, then spray the can of cleaner into the intake while keeping the engine running, use at least 1/2 the can, shut down the engine and disconnect the battery for 5 minutes, then restart and complete a number of mixed driving cycles, town, freeway, stop and go etc., after a few days the problem will go away as the system will relearn to the clean intake.

2001 kia reo 4cyl. dohc replaced head gasket and had head re-surfaced put it back together and it acts like there is no compression

Did you recheck the engine valve timing (Timing Belt) after you finished? If so check it again. Timing has to be set on #1 top dead center. You probably know this if you did the head gasket.

yes its an interference engine i know for sure. side note most if not all dohc engines are interference.

How do i change the spark plugs on my 2000 kia sephia 16v dohc..... i can´t find them.

they are under the head cover where it says DOHC, that cover should come off and they should be right underneath it.
