After 100,000Km the carbons are warn out and are usually stuck in there brush box due to grease, thus not able to transfer power from the slip-ring to the electric motor. A good sparky shoud be able to make new carbons.

Better make sure that voltage is not really present at the terminals, the voltage at the terminals is present only for a about 3 to 4 secs which is needed to activate a small dc motor inside the hub. The dc motor when activated turns the locking mechanism accordingly. swithcing of the power button applies a reversed polarity to the dc motor which will revolve the other way around thereby effectively disengaging, this time the lock mechanism the hub. The common problem of the power locking hub is the worn out carbon brushes which connects the small dc to the power source.
