I want to help you with this electrical problem. Can i have more info. like was car in an accident or has any repairs to instrument panel been performed. The horn is in steering wheel and wipers are in turn signal switch and speedo and odo are in instrument cluster aside from mice living in your dash and chewing on wiring harness they are seperate circuits and are not connected
there is a regulator for the display brightness, you may have it turn'd down or it has stopped working;. it controls the brightness at which the dash lights are. usually has a speedo sign on it. goes up and down. it works with the main light and is conecter to them on the same lighting board if it has gone then a new light swtch control switch will be needed.
I would say its probably a short or a ground problem at the turn switch or a wire in that area. you need a test light and probably a multi meater and some nohow a ground or wireing problem can even drive a master teck crasy.
These lights for the dash are controlled by a rheostat instrument control dimmer switch next to the main light switch for the headlights, it is either turned off (have seen this dozens of times) or it is defective. Below is a picture of the switch assembly I speak of. The thumb wheel next to the knob is the dimmer control.
Try replacing light bulbs and flasher which may correct the turn signals. Check all fuses, however as for the speedometer, the plastic clogs or wheels have run their course, If you intend to replace these, suggest you purchase a repair manual for your vehicle.
