Yes, it will. If the pulley is different, you can swap your pulley. Make sure the belt lines up with the other pulleys.

My 2000 hyundai is making a loud noise all the

ANY NOISE FROM A PULLEY MEANS A BEARING IS GOING OUT. IT WILL BREAK AND COST ALOT MORE TO FIX AND MIGHT EVEN CAUSE YOU TO LOSE STEERING. IF IT IS A WHEEL BEARING IT COULD LOCK A WHEEL UP ARE EVEN FALL OFF. PLEASE GET THIS CHECKED

Change the idle air control, this controls the idle,it is most likely stuck closed, allowing the idle to remain too high.

Will a 2001 Hyundai Accent transmission fit a 1999 Hyundai Accent?

Yes it will, but you need to make sure that the engine and transmission bolt patterns are the same. The drive axles might not fight the splines of the '99 front splindels. The lenghts of the drive axles might be different as well. Other than that you should be able to replace it.
