On my 98 Legacy I removed the cover below the steering column (RH drive vehicle) and looked for the 4 diagnostic plugs towards the centre of the car. Mine has 2 green ones and 2 black ones, normally unplugged. Just one or 2 wires in each. With ignition off I plug the black ones together, then turn on the ignition. The Check Engine light flashes our the code(s). eg 2 longs and 2 shorts = 22.

With the engine off and key off, shift the transmission into drive with the overdrive cancelled (light on), turn the key on but don't start the engine. Shift into 3 and push the overdrive cancel button once, Shift into 2 and again push the over drive cancel button once, then shift into 1st and once more push the overdrive cancel button. Then fully depress the gas pedal and hold until the POWER light begins to flash.

Long flashes are your 'tens', short flashes are your 'ones'. Always a 2 digit number, so a single long flash followed by a pause and then 2 short flashes would be a 12.

1992 Subaru legacy wagon will not shift up from first gear. it is an AT.

run the fault but all you describe is operated from the VSS sensor ( vehicle speed sensor)
it tells the cruise control the vehicle speed , tells the TCM the vehicle speed so that ratios can be changed, activates the speedo, and will report with a check engine light to report a transmission problem
run the fault codes first

My subaru legacy 2.5 auto not changing gears

done at home and engine lights flashing indicates that wires for the transmission have not been connect or connected correctly
engine light also reports on transmission problems and the first cause is wiring
from there get a fault code reading to get what servo/' solenoid or sensor is faulty

Fault code

The information I can find on this shows a code 15, not 16. It shows it as a problem with the #1 shift solenoid or it's harness. Causing different internal transmission concerns. The book I found shows no code 16,this could be a miss print. Either way, this is a concern that appears to be an internal trans. problem.Good luck.
