well i would start buy geting the rain water of the top of motor so i would start at hood seal if bad but new hood seal in you may have to go to dealer for it then if the spash gard is missing under car i would replace it with new one then see if car hard to start next time it rain should have no water at top of motor can couse all typ of isuse hope this helps
Rain going to inside...could be radiators, thermostat,.... air filter,.... spark plugs,...or alternator. Look like need replace. The motor doesn't like water. When you drove on downhill?
Or... its cold start? could be throttle or carby need lubricant spray. Spark plugs need new aswell or clean. For start up to quick.
