I have worked on other wipers, but haven't looked specifically at the Elantra. My guess is that there may be a bolt loose in the linkage between the wiper arms. The motor seems to be working fine, so it is possibly in the linkage between the wiper arms. I think that it can be fixed fairly quickly if this is the issue.

remove plastic cap on right wiper arm ,there is a nut on top of it and it's not tight. Before to tight it unscrew it put some treading lock fluid and tight the nut. Or there is a linkage unhooked. if the left side working than it is not the motor or transmission
The first thing to check is a 13mm nut that holds the wiper arm in place.See if you can move the wiper arm freely back and forth.There is a nut at the base of that wiper arm,Lift up a cover that is hiding the nut. If it comes loose from being froze from ice or snow. Put the wiper in its rest position and tighten the nut back up.
This minivan has just one wiper motor (and it obviously works), so the problem is after the motor. The linkage between the wiper motor and the passenger wiper arm has come loose or lost a nut. These wiper arm joints are under some fairly severe service conditions, and like to self-disassemble.

It sounds like the arm or stud or both may have stripped out. If there is a cap on the bottom of the arm there may be a nut under it. Take a look the nut might just have to be tightned. If not then remove the arm and look carefully at the arm and stud. If these appear to be ok chances are the link under the cowl that connects the left wiper link to right wiper link has broken. 1) Remove the driver side wiper (arm & blade). 2) Start the car and turn on the wipers. 3) When the passenger wiper is straight up and down .. turn off the car. This leaves the wiper in position. 4) Re-install the drivers side wiper and put it back on so its position is the same as the passenger - making them parallel
if you open the hood look towards the base of the windshield, you should see the linkages for the wiper arms. make sure the linkages are all in-tact and nothing fell off. if the linkages are all good, see if you can move the passenger side wiper with your hand, if it moves freely or with little resistance check the nut/bolt that hols it on at the end of the wiper arm. see if the nut/bolt is loose. tighten if needed. also you can remove the nut/bolt and check the splines on the wiper arm where it presses onto the stud and see if they are wiped out.
