Question about 1999 Chevrolet K1500
In case anyone else has this problem it is usually a bad ground that sends the computer into a frizz just check your grounds

Check the fuel pump relay, usually on the fire wall or fender had the same problem with a 86 s10 blazer about 6 years ago it was corrossion on the connection cleaned them and it started to start up on its own

Is it carbureted or injected. Sounds like carb if you are pouring lighter fluid in it. Check your automatic choke is working and that the spring on it isn't broken or gone altogether. And instead of lighter fluid put your hand over carb top and give a few cranks 5 or 10 secs take hand off and it should start then you know it is your choke.
