you have to remove the intake tube and then it should expose the ignition system on the drives side of the cylinder head... or... follow the spark plug wires...

Yes the fuel tank has to be dropped to change the fuel pump,If this was helpful,please rate,thank you,and sorry ,but this is confirmation,but no one likes to have to drop a fuel tank.
Honestly if fluid level is ok and no apparent reason for not working it could have internal damage. Would suggest if it is a possibility to take it to someone and have it looked at.

CONDITION
Some owners of 1989-93 Sunbird vehicles and 1992-93 Grand Am vehicles may experience intermittent horn blowing when car is cold.
CAUSE:
This condition may be caused by excessive shrinkage of the contact assembly components when cold. This forces the horn pad contact plates together which activates the horn.
