Those bolts are accessed from inside the vehicle, from under the dash. Here's how:
- Remove the screw caps from the top of the dashboard.
- Remove the retaining screws
- Lift the dash from the rear to pull it clear of the retaining clips
- Disconnect the defroster duct from the heat/AC module and move it toward the glove box.
- You should now be able to access the the two bolts holding the wiper module in.
- Remove them
- You'll need to reposition the the wiper module slightly to disconnect the plug.

Replaces wiper motor and microprocessor. All tests show the wipers should be working - but unless the plug going into the microprocessor is tapped (inside the engine compartment) the wipers will not start.
