Question about 1995 Mercury Tracer
I had to same problem. I disassembled the switch block and found when I moved the switches for the back windows to the front of the block the window worked. The switch its self failed. I put it back to gather and left it, but all I need to do is get a new switch block for the drivers side.

It sounds like there is power there. Window motor/regulator is most probable cause of your strife. I had the same problem luckily it was just a bolt that had shaken loose of the support arm on the regulator i reattached the bolt and it opens and closes well enough

the power window motor needs replacing. check at a salvage yard for a door intact and remove the panel use a hammer and chisel to remove the large rivets that hold the motor in place and cut enough wire so you can test it with a battery before installing in your car to install in your car you will need some small nuts and bolts with lock washers and put a little lock tight on the bolts so they don't come loose Good Luck!
