Question about 1984 Volkswagen Rabbit
Check the relays in the fuyse box. Put your hand on them, cycle the ignition key, and make sure that they click, one by one, with the cyling of the key. Pull the fuse for the pump, see if it still runs,key on. if that is so, then your circuit is getting power from someplace after the fuse box.

check the gauges fuse, had a similar problem with a 96 yukon, never thought to check the gauges fuse, replaced the fuse for gauges since it was blown and the truck started right up and ran fine
