When you turn the motor off it goes into reverse and a cam brings the wipers down the rest of the way.
If you take your wiper arms off and the plastic cawing off, look at the wiper motor with the wipers in the intermediate stopped position. You will see a little tab that is out of place. You need to bend it back.
I use a hammer and a pry bar to tap it back.
The best place to see this is on a Chev Venture van because you do not need to pull the wiper arms off or anything hard.
No the park mechanism is part of the wiper motor assembly. You will need a motor to repair.

Hi, I don't have the wiring diagram, but looking at your motor, it looks like it's pretty self-contained. It has a circuit board inside, and the position feedback is usually with the motor anyway. So I'd say you need a new motor.
