i will try to help. the bottom of panel should just pry apart with flathead. there are screws in the door "puller". remove small panel at door mirror, one screw there. the power window switch will clip in on one end. pry up carefully on one end and look underneath it to see connection. slides in on one end and clips in on other. one screw under there. the plastic cover behind inside handle release should be pryed carefully to expose. trick is to be careful and take your time. hope this helps.

you have two relays on the interior fuse block one for locking and one for unlocking. Swap them and see if the problem is now such that they will not lock. If so you have your answer.

Testimonial: "Thanks I thought it might be a cable or linkage. Much thanks"
The door locks on my 1999 tahoe stopped working and I checked the fuse, which was fine. The problem turned out to be that the fuse for my cigarette lighter was bad and for some reason it also must be working in order for the door locks to work. Put in a new cigarette lighter fuse and the door locks worked again!
