When starting out tranny does not want to shift from first to second gear, then it does shift. then when coming to a stop torque converter shutters.

This indicates the transmission is leaking internally - it cannot maintain line pressure to shift. If it shifts out of first after about a minute of driving it means that the seals inside the case and the band brakes are wearing out. I went through that and found it wise to install a rebuilt unit - if it is a front wheel drive unit then the transmission and differential are in one compact unit. If the torque converter growls or groans it means the front oil pump seals and pump are wearing out.

The transmission shifts hard enough to chirp the tires when taking off from a start

It would help if you said it was manual or automatic.
Since it would be clutch and not transmission on a manual, then I must assume it is an automatic.
But even in an automatic, when you start out you are already in 1st gear, so it can not be anything to do with shifting.
Therefore I suspect you have a problem with the torque converter.
It could be locking up some how, either from a bad bearing or a lock up mechanism coming on too soon.
Sorry, but can't think of a way to test or fix it other than a tranny expert.
I believe tapping the brakes is supposed to unlock a locking torque converter, so you could try that. not hard enough to stop the vehicle, but just to see if it disengages.

sounds like a spent tranny to me sounds like the drive gear is gone or you are very low on fluid and if not kinda sounds like bad torque converter.

you have a mechanical fault in the trans or a poss shift solenoid issue, most tranny shops will road test the truck for free and give you an estimate and prelimiary estimate.

1995 cadilac deville has problem shifting from 1 to 2 gear

You don't have torque converter shudder. You don't even mention that in your original post! You def had a solenoid issue. My 94 STS did the same thing. I only had reverse, 1st and 2nd gear. Wouldn't shift outa 2nd period. It was a $200 solenoid repair. Car had a 160K on it when that happened. I have almost 170k on it now. Shifts and works fine. you don't need the tranny replaces ad josavv63 indicates.
