It's near the batery.
Removing the Nuetral Safety Switch
Put in the shifter in Park and Remove the Battery
Remove the dipstick
Remove the servo pump pipe mounting bracket below the battery to get to the gear selector position
sensor.
Remove the lever
Remove the gear selector position sensor bolt & nut
Unplug the electrical connector and Remove the sensor off the shaft.
Installing the Nuetral Safety Switch
Plug in the connector and mount the sensor on the shaft.
Fit the gear selector position sensor's nut & tighten to 6 lb.ft ft of torque
Re-install the lever but do not tighten it and move the selector lever to position Neutral position. Lift
off the lever and check the position of the gear selector position sensor (You can do this by checking
that the engine starts with the selector lever in positions P and N and that the reversing light comes
on only in the reverse position, continue to adjust until you get this correct)
Tighten the bolts to 18.5 lb.ft ft of torque
Clean and lubricate the fluid filler pipe's O-ring with Vaseline and re-install by tightening to 18.5
lb.ft ft of torque
Install the pump pipe's mounting bracket & put the battery back in

I'm not sure what you mean by "neutral safety switch". I have the shop manual for this car (I also have a 2001) and there is nothing listed under "neutral" or "safety" or "switch" in the index that looks like it.

How to bypass neutral safety switch on Saab 9-5

You will have to look for the neutral lock out switch on the gear shift lever or linkage and replace it, you might be able to find it in the counsel or go under the car to find it. you could splice the wires together and bypass it but thats not a good idea

2001 sabb 9-5 will not go into park

The shift linkage and gear selector/neutral safety switch are integrated into a small flat unit on top of the transmission located under the battery tray which has 4 bolts 10mm to remove. The shift lever is exposed when the tray is removed and may be obstructed by something that has fallen in its path like loose wire harness, work glove, you name lt. Check all fuses in fuse box then visually inspect the movement with a helper moving the shifter. The shift mechanism itself may be worn out and happens frequently. Good luck.

Will not turn over

You should have a neutral safety switch between the key switch and the starter to keep you from starting it in gear.
I would check the starter for voltage and the neutral safety switch, then the key switch.

My 2003 SAAB 9-3 check engine light and transmission light came on giving codes PO741 torque converter CKT performance or stuck off and PO743 torque converter circuit electrical what does this mean

unfortunately this means you need to get yourself to a trusted transmission repair facility very quick. the torque convertor on your vehicle is not operating the way it should. this is going to be an expensive repair, i tell you this so your not suprised. but do your homework and find someone with a great reputation for their work. dont take your saab to just anyone. these cars can get really screwed up without the right people workin on it. the transmission will need to come out.

Is your SAAB automatic? If so, it is most likely the Neutral Safety Switch. I have had the same problem, it is very common in automatic Saab 9-3 models made in 1999-2002.

Most common fault is the gearbox position sensor. This is like a neutral safety switch located on the top of the transmission where the shift cable looks up.

Saab roof starts to open but the lid dose not fully open to let the roof fold down

The 94-98 Saab 900 cars have numerous top issues that are known. The primary issue is the design of the convertible top Tonneau motor that is located in the right rear quarter panel behind the light. The problem with the original motors was that there was not enough strength in the housing that held the motor to support the top movement because the teeth on the gear drive would get chewed up when the motor moved out of position. The failure of the Tonneau motor causes the top to chatter about half way up or down because the teeth of the motor gears would get chipped off. Replacement of the gears or replacement of the motor is the only repair and the convertible top Control module must be programmed after the repair by someone with a Saab Tech 2 computer tool which is used to program the top potentiometer settings. If you catch this problem early enough it can be repaired by using the bracket reinforcement kit.
Check latches is also a common failure which displays on the Saab Information Display (SID) Generally, this failure is due to problems with the micro-switch located in the latches that secure the convertible top when up.
Another issue with the convertible tops has been the control module that controls the top electronically. The major problem with this is device is that it looses the ability to communicate with the Saab tech 2 tools. This problem appears to have been solved in the newest versions of the ECM.
This TSB covers the known issues with NG 900 vert tops. There are numerous others for the 9-3 tops.
