Hi
I own a 02 honda civic which recently began to stutter while driving. I had the throttle body cleaned and the gas filter replaced. However the problem still persists but to a lesser extent. What really is the problem?

Has the fuel tank been low lately? How cold where you are? Add 2 bottles of fuel "Heat" to the gas tank, and be sure to fill up...and keep fuel level above 1/4. Hope this helps.
I would start by cleaning the throttle body with cleaner and an old toothbrush then replace the spark plugs with NGK or Nippon Denso, be sure to check your distribuot cap and rotor for cracks and carbon tracking indicating a leak and short to ground causing a misfire. Test drive and if that fails to fix the issue, replace the MAP sensor. The ignition is going to be most likely. Let me know if you need any more help.
Best thing to do is go to Auto Zone and have the car scanned for any DTC codes, There are just to many things that can be causing your engine to stutter on high RPM'S. Keep me posted and we can go from there, If your running a performance oiled air filter like K&N, buy some MAF sensor cleaner and give it a good cleaning. Also check your TPS for damaged wire or a faulty TPS it self. Good luck, be glad to help.
