Well, if it get's warm when you press the horn button, sounds like it would be the horn and not the signal switch.

One problem I have had with smoke coming from the steering column is from the turn signal switch. The contacts get worn and for some reason it smokes and also gets hot!!!
Replace the turn signal switch and this should fix the problem.

You should be able to splice into the harness at the bottom of the steering column.
The ground wire for the horn relay is usually black or blue.

How old? Do you have a door fob that is equipped with a panic button? You can push that to see if the horn is ok and it is the actual button on the steering column.
If the horn is ok, verify the air bag light is on or off, and maybe even issues with cruise control,You may have a bad clock spring in the steering column. Very expensive, but easy to replace.

Pull the turn signal stalk on the steering column towards you. It should click and the brights will turn on with the headlights already on.

Where is the horn relay located on a 1992 chevy lumina? Is it just a fuse?

Yes a fuse.under the dash on the drivers side.
the fuse feeds the horn in the steering wheel and goes through the column to the horn, when you push the horn pad it grounds, and the horn blows.

Replace turn signal switch 1998 chevy lumina

You may look or feel the back side of the steering wheel, looking for 2 screws that hold the airbag to the wheel, these will be internal torq type screws (star) you may have to rotate the steering wheel 90 degrees to access the screws. You should first disable the airbag, by removing the airbag fuse, and or by disconnecting a yellow connector located near the base of the steering column. under the knee bolster.(panel below column). Once the retaining screws are removed, lift bag and disconnect the 2 connector to the airbag, the ground for the horn, and the horn contact wire, which requires you to push down and twist counter clockwise, damage to the horn contact ring will occur if you try and just pull connector from the ring. Now you can remove the steering wheel, may require a puller, and the you will have access to the turn signal switch.

Horn not working

It could be both. You can use a flat head screw driver and pop the top off the steering wheel to see if any wires have come undone or you can look either under the hood, behind the glove box or under the steering wheel/column for the fuse box.
