Question about 2004 Nissan Titan
I had the same problem - have you check that the two (2) relays are installed inside the engine fuse box? Once installed the problem should resolve its self

You may need a new BCM subharness. Nissan has a problem with that, so they developed a subharness for the BCM.Check with your dealer. They will need your VIN # to see if you need that harness or if it allready has been installed. If it has ben installed, then I would chaek the fuses that are part of that subharness.
