This does not seem logical as the AC compressor is run off of a belt attached to the engine. If you hear the fan spinning and can hear the relay click when the AC is turned on, it is engaging properly. If you run the AC full blast for about 10-15 minutes and look under the hood you should be able to find the lines for the AC and see some condensation on one portion and feel heat coming off the other portion. The AC line should be a relatively thin silver colored pipe with 2 fittings on top, one high pressure and one low pressure. Assuming everything is running as it should, and the AC is simply not cold (which is the most common problem), you can buy an AC recharge kit at your local auto parts store. Depending on the year of the car, you may need to bleed the system of the old refrigerant as they changed the standard freon used in recent years. The only moving parts in the system are the fan and compressor, so if there is a drop in speed, it will be one of these components.

How to get AC to blow cold all the time on my 2000 Volvo v70?

You'll need to have someone check the refrigerant charge with a manifold gauge.
If the low-pressure side is lower than it should be but the high-pressure side is normal or showing higher than it should, your orifice tube may be clogged.
Seriously, start by having the refrigerant pressures checked.

When I turn on the AC warm air blows through and never changes unless it's cold outside. Do I need to fiil or replace something?

Most probably just needs to have the AC serviced and refilled with coolant. Since the car is a '95. I had to bring in my to get the coolant refilled just a few weeks back and it is a 2004. We used to just call it a freon refill, but they don't use normal freon anymore, they use a coolant/refrigerant that is safer for the environment, but this doesn't matter for you. Just bring it in to your mechanic or to your dealer and have the AC serviced.

They should probably put in a dye as well to see if there is a coolant leak, If so, it is usually a very slow leak and repairing the whole AC unit wouldn't be worth it. Either way, it needs a fill.

Good luck!

The AC stops blowing air for a while and then re-start working normaly.

Have you noticed that the AC quits blowing cold air when you are heavy on the throttle, or climbing a hill? Does it return to blowing cold air when you let back off the throttle and relieve the load from the engine?

If you answered YES to those questions, your AC is operating normally. AC compressors take quite a bit of power from the engine to operate. In vehicles with smaller engines, the AC compressor will disengage when there is a heavy demand for power placed on the engine, and you will not get cold air. When that demand is gone, it re-engages power to the AC compressor.

A/C only blows cold for 20 minutes

Check the followings:
1. Pressure Switch connection - under front right hand side near lips.
2. Thermostat Switch connection - at the dryer under the hood
3. Retrun Valve maybe blocked - in the cooling pipe from the compressor
4. Cooling Thermostat in the compressor itself.

1995 volvo 960 AC problem

Car has vaccuum leak(s). If you remove the panel under drivers foot area, look to the center area. You will see some vacuum chambers with different color vacuum lines running to them. the yellow one is faulty 80% of the time. Carefully remove it and plug the line itself. you dont need to plug the chamber. this should fix problem, and you wont notice any function lost on climate system.
