Order a new Dash. Car visors will prevent cracks. There is also some good spray on solutions you can purchase at most auto stores that will help. Not much you can do after it has already been cracked.

Plug at bottom of hydraulic pump connecting metal hydraulic line is dripping hydraulic fluid. I tightened the plug, it got worse. Replaced washers and leak is worse.

Clean everything well with brake cleaner and verify where the leak is coming from. Look for cracks. Sometimes, running a fingernail or a pocket knife gently along an edge will find a crack you might not see.

What year? What model? Jerking... when? Where do you feel the jerk? Do you have a "Check Engine" light on the dash?

You may have just lost a front axle. The rubber boot around the CV joint cracks, and dirt gets in and ruins the CV joint. This shows up as a sideways jerking in the steering wheel, rapidly getting worse and worse. It feels dangerous, and it IS dangerous. If it\'s allowed to continue, it could break the axle shaft - you certainly don\'t want that to happen on the highway.

If you\'re NOT talking about a sideways jerking in the steering wheel, please desribe what you DO feel, and when it happens, and if your "Check Engine" light comes on. It might possibly be nothing more serious than your air conditioner turning on & off.

Moan/vibration in dash at about 2000 rpm, little worse when accelerating.

get it looked at, noise is a hands on deal.
and can be dangerous to drive, to you , the engine (or?) and public.
get it diagnosed, (location of noise is first)

The short answer to you question is yes, eventually. The transmission fluid on the wires can harden the insulation on the wires which then cracks when the wires flex and at that point it can short out. The lights dimming and the wipers slowing are indications of a high power draw and add to that it gets worse when it's wet make it a lock that you have, probably, bad wires. Carefully inspect the full length of the wires. If you find cracked or worn insulation either repair the short if it is worn or replace the wiring harness if the insulation is at all cracked. Most likely it will be a major power line. Good luck.

My 1996 dodge neon has a crack in the dash by the defrost vent. is there a simple fix?

This depends on the type of crack ... if it is from the sun drying out the material and shrinking it a quick-fix will probably suffer the same fate and look worse when it happens. If the crack is from abuse (like when I threw a bunch of 2x4 lumber on mine and caused a crack) then you might be able to find some repair goo for it -- ask at an auto-parts store and they might have it ("repair goo" is not the real name of the material, but I don't know the real name off hand). Make sure you let the person who is helping you know whether your dash is real leather or synthetic material as the type of repair fluid used will vary with color and type of material to be repaired.
If you have a real-leather dash you might even be able to go to a leather-goods store and find a repair fluid there -- it would be basically the same as fixing a tear in a leather jacket. I know that the repair fluid exists, but I do not know the name ... just that I have seen it advertised on late-night television.
If you can't find a repair fluid that will work with the material that your dash is made from, or if your crack is caused by sun-aging of the material, you might have to replace the piece of the dash panel that is cracked to get rid of the damage. Just bare in mind that if your dash is sun-faded it will be very difficult to match the exact color with a replacement .. and you might be more annoyed with the color difference than you were with the crack.

Engine surges at about 2000 rpm. Tach increases about 200 rpm and a ''roaring'' sound can be heard but very little is felt in movement of the vehicle. It is getting progressively worse.

One thing to check on this vehicle is the air intake tube, It is the big rubber hose that allows air into the intake it should be about 4 to 5 inches around. it is very common to get cracks in the grooves and creates a vaccum leak which can cause your idle problem. Good Luck.

I have a blazer..I would get some epoxy and dab some around the crack. I've taken the dash apart a couple's YUCK!!
