If this is petrol - sounds like the coil pack needs replacing.

Before you get a coil pack - check your sparkplugs and leads are clean and will adjusted.

Slow slugish turbo

check for air leaks in the hoses and intercooler . Check that the actuator between the end housings is moving the variable vanes in the turbine (exhaust end ). Check vacuum hose to the actuator

if you've checked the basics (air, fuel, spark) try checking the mass airflow sensor

Power windows will not roll down. Heard a "beep" come from under the dash. Is this a fuse?

if your windows are running slow or slugish could be motor if window rolls up and down with no problem and stopped most likely fuse get amnual figure out witch one the beep I dont know what that is

Many things can effect an engine during the cold.

I'd start by doing other basic tune up replacements. Such as an Air Filter, PCV valve, Fuel Filter, Oil Change. All things things keep an engine healthy.

Another thing to try is a bottle off fuel system cleaner. I recommend such brands as prestone, lucas oils, or STP. These will help eliminate deposits on the fuel system and help keep the fuel and air moving.

Did you replace the plugs with pregapped plugs? If your plugs aren't gapped right this could happen as well.

check your intake manifold for leaks if you recently had your spark plugs change, or it could be incorrect spark plugs, or bad temperature senser.
