No duck bills in my tool box just tools. Use a fuel line disconnect tool ask at parts store they will have them remember metal is easier to use and last longer than plastic

The fuel filter is along the frame rail under the car around where the driver door is towards the front.

the labor manual for a 1996 explorer fuel pump gives you 2.1 hours, if you figure in a labor rate of $65 dollars per hour your at $136.50 the cost of the pump is 141.49 is advanced auto price for the average person, list is 219.39 which is what most shops charge so by my figures based on what my shop would charge you should be some where between $300 to $400 depending on there labor rate and i did price the most expensive pump that advanced auto sells for that model so i would say there bill was way to high.
