Manual or automatic climate control ? If it is a manual system the relay would be near the blower motor in the blower motor resistor assembly . This is behind the glove box .
If it is automatic system it doesn't have any relay's has blower motor control processor .
The blower motor itself could possibly be seized. I would check for power at the resistor and the blower motor itself. If the blower motor has voltage at the motor I would replace the motor. If you have no voltage at the motor but voltage at the resistor it's the resistor ( generally if a resistor fails you still have HI, but not always ), If you have no voltage going to the resistor I would start the routine checkign of grounds, and possibly the switch itself, as well as any other fuses that may be hidden somewhere else like in the engine compartment.
I believe there are TWO fuses for the heater blower. One for the lower speeds and one for the high speed ONLY. REcheck the fuses or refer to the owner's manual for the location...
Your looking for the blower resistor. Its on the passenger side under
the dash. Two of the wires go the the blower motor. The wire connector
and the resistor can burn or corrode. The replacement is easy two
screws hold the resistor in and the connector can be replace with ****
connectors.
Check the Blower motor Resistor . It is located under the dashboard near the blower motor. It has a 4 wire plug and a couple of screws attaching the resistor in place.
its under glove box on passenger side. inside the cab... look at the vent box near the firewall. it located on that box and part of it is in the vent. you'll see the wires going to it and its held on with 2 7/32 screws
