This is a common problem with GM vehicles in that year range. The horn switch (buttons) in the steering wheel pad get stuck closed. The switches are embedded in the air bag assembly and would be difficult to replace. A temporary fix to stop the horn is to remove fuse #3 in the relay center which is located in the bottom of the dash on the passenger side, the plastic cover has to be removed for access. DO NOT only disconnect the wires from the horns as the relay switch that controls the circuit will remain powered constantly and will kill your battery. To restore horn function there are aftermarket horn button kits available at most auto parts stores.

The plastic pad which houses the horn button and airbag is one assembly. Underneath the plastic pad covering the steering wheel has 2 metal foils when pressed makes contact which sends signal to horn relay. I am going to try and cut the outer plastic covering and try to separate the 2 foils. My sensitive area is around the Buick logo stamped on the cover. This problem shows up as an intermittent horn blaring. Also high temperatures exacerbated this problem. GM cars during this 1998 period are junk. My car has only 20K miles on it.
In your steering wheel there are contact points which activate your horn one of them may have been damged/moved. Without inspecting/fixing that problem you could always unhook the wiring going to your horn. Look in your engine compartment area along your fender or better yet just listen and you'll definately find what you're looking for.
