I assume you mean you want to disable the interior lights - short of pulling the right fuse, you can't. If you mean you can't get them to turn off, there are a few things that turn them on, such as one of the four door switches or the unlock button on your remote. If one of the switches is defective (grounding) the lights may never go off.

If the water is clear, chances are its from the air cond. If it is oily, it could be coolant leaking from the heater core.
If it is still covered under factory warranty I would have the dealer take a look.

How long does it sit before trying to restart when it fails?
