More than likely a brake light globe inserted around the wrong way eg 180 degrees around, or incorrect globe fitted, globes can do wonderful things when incorrect.

Start the engine, fill up full the brake fluid reservoir, and let someone press the brake pedal down to the floor for 3 times,, bleed the bleeder screw behind the tire.. position yourself closed to back plate of drum or caliper for easy bleeding work. when the bleeding screws is loosed brake fluid leaks with a bubbles. then close it again and tell the guy in the pedal brake to press it again until a hard press is felt and bleed the bleeder screw again, stop only the process when there is a hard pressing already on the brake pedal which is the brake system is now working properly.
the brake pedal you depress with your foot has a plunger style switch that activates the brake lights. that switch is at fault if the brake lights do not operate upon pressing the pedal
you probably need to isolate thi noise better. does it occur going over bumps in the road,or only when braking. maybeput the vehicle in a lower gear and see if it occurs when jabing the gas pedal up and down. if only when braking lock at the parking brake to see if it is stuck on.but feeling like the brake is releasing and reapplying semms to indicate something is rolling around.. coul be a hard one.
I belive it would be the wire that actually sends the control signal to the controller?...correct? well the if so you would need to tap into the wire casing with a test light to see which wire is lighting the test light when the brake pedal is depressed good luck
